IT governance in the public sector is critical for ensuring that information technology investments align with governmental objectives, deliver value to citizens, and meet accountability and compliance requirements.
Differences between the public and private sectors, such as complex interdependencies, process intricacies, and the fact that not all government goals are financial, pose challenges in defining IT value and governing holistic value creation within government. There is a strong interest among public-sector IT leaders in establishing clear guidelines for value-driven IT governance.
To gain insight into the meaning of IT value within governments, the implementation of IT governance, and the achievement of comprehensive value creation, experts Maria Haasnoot, Nard Janssens, and Patrick Soenen formed a development team. They gathered extensive input from ISACA members and analysed two specific cases. One case offered contextual background, while the other illustrated best practices.

Also, in October 2024, ISACA Netherlands and ISACA Belgium organised a roundtable session titled ‘Integrating IT Governance for a Secure Future’, presented by Prof. Steven de Haes. More than 100 participants – from the Netherlands and Belgium — shared their insights and perspectives.
Findings from these sessions and case studies were used, among others, to develop the whitepaper IT Value Creation in the public sector. This document aims to clarify the concept of IT value creation in the public sector. It presents relevant scientific findings on the governance challenges involved and offers guidelines to address these challenges.
